We don't recruit for the F.M.S.

I have the honour to acquaint you that the following Proposal may be considered.
It was suggested to me by the late Mr. Burn, Colonel Superintendent of Hong Kong, that I should apply for permission to recruit for Armed Police Forces of the Straits Settlements, Federated Malay States, and Johore. Having served for twenty years in various Police Forces, I know the class of man required for each and would be in a position to explain clearly to each recruit the Conditions of life in their future place, which would avoid any Complaints they may have after the men join.
The only expenses to the Government's Control would be a small fee for each recruit, and harbour travelling expenses.
